Federal Judge Eleanor Ross, once celebrated as a trailblazer in the American judiciary, is now facing intense public scrutiny following revelations that she was privately disciplined over allegations of an inappropriate workplace relationship that reportedly took place inside judicial chambers during working hours.
According to a recently released report by a special judicial conduct committee of the Eleventh Circuit, Ross was identified as the previously unnamed federal judge investigated for engaging in a romantic and sexual relationship with a senior law enforcement official. Investigators alleged that the relationship lasted approximately two years and contributed to what they described as an « extremely uncomfortable and troubling » environment for members of her staff, including judicial clerks.
The report claims that the judge engaged in sexual activity within her chambers during official business hours, conduct that investigators said reflected a “gross lack of judgment.” The committee further noted that the relationship raised serious concerns about potential conflicts of interest due to the officer’s position within law enforcement.
Sources familiar with the matter identified the officer as Deputy Chief Kelley Collier of the Atlanta Police Department, who currently oversees the department’s Community Services Division. While the Atlanta Police Department acknowledged that it sought clarification from the U.S. Court of Appeals regarding the officer’s identity, court officials have not publicly confirmed the individual involved.
Judge Ross was nominated by former President Barack Obama and confirmed to the federal bench in 2014. Her appointment marked a historic milestone, making her the first Black woman to serve on the U.S. District Court for the Northern District of Georgia. Prior to her judicial appointment, Ross served as both a Fulton County prosecutor and a federal prosecutor in Atlanta.
Throughout her tenure, Ross presided over several high-profile cases, including the 2022 bank fraud conviction of reality television personalities Todd Chrisley and Julie Chrisley.
The investigation also concluded that Ross improperly attended a political victory celebration connected to Fani Willis following her 2024 primary election campaign. Additionally, investigators alleged that the judge made false statements during portions of the inquiry.
Despite the findings, Ross received only a private reprimand. Under the reported disciplinary agreement, she is required to issue apologies to former law clerks and refrain from holding judicial leadership positions in the future.
The disciplinary outcome has sparked criticism from legal ethics advocates, many of whom argue that the sanctions were insufficient given the gravity of the allegations.
“The judge’s misconduct strikes at the heart of judicial integrity and undermines public confidence in an impartial and ethical court system,” said legal accountability advocate Aliza Shatzman, founder of the Legal Accountability Project.
The controversy continues to fuel debate over transparency, accountability, and ethical standards within the federal judiciary, with critics questioning whether private disciplinary measures are adequate when allegations involve conduct that could compromise public trust in the courts.
